Hongkong and Shanghae Bank to Foreign Office.-(Received December 9.)

Dear Sir Francis,

31, Lombard Street, London, December 2, 1910. BARON TAKAHASHI has just wired from Tokyo that, in view of the considerations stated in my letter to you of the 22nd November, he has decided for the present to withdraw his application for the inclusion of a Japanese group in our Anglo-German-French-American combine.

Baron Takahashi's decision relieves an embarrassing situation, and peace, even if only temporary, reigns once more.

Yours truly,

C. S. ADDIS.
